A project to assemble and hang 50 birdhouses, in an attempt to lure bluebirds back to the area, brought out roughly 40 people on Saturday morning - the largest turnout for any event ever organized by the village's Beautification Committee.

Letter to the Editor: Tax Hike Not Necessarily Solution for Street Repair
Montgomery's revenue from sales tax has already increased 110% between 2004 and 2010, from $1.26 million to $2.59 million a year. This increase is the result of business growth, not tax increases. During this period, the village has realized a whopping $4,589,302 in additional sales tax revenue over the 2004 baseline.

Montgomery to buy salt with fuel tax funds
Bid to amend current budget to use general fund revenues comes up short.

Bond said he would like to see all of the village's MFT (Motor Fuel Tax) revenues go for street and bridge maintenance projects. He added he doesn't believe the board should have begun using MFT revenues to purchase salt a few years ago (actually only two years ago). "Since the village's capital improvement program is already under funded, Bond said he doesn't believe if should spend MFT revenues to buy salt. "We can't continue with that practice," he said.

Referring to budget cuts that would be necessary if the village were to use general fund revenues to purchase the salt for the current fiscal year, Bond said, "I think we may as well start right now. If we wait a few more months, the decisions aren't going to get any easier. As long as we know what our options are we can make the decisions now."

Neighborhood Watch Group Gets National Recognition

Police Chief Daniel Meyers presented the award to Trustee Stan Bond, who worked to organize the Neighborhood Watch program three years ago and serves as its president. But Bond waved aside any notion that the award belonged to him.

“This really is for the community,” he said. “The role of Neighborhood Watch is to reduce the opportunity for crime, and to provide more and better information to law enforcement, and this group has had success in both areas.”

He’s right, according to Meyers. With about 76 percent of homeowners in the two subdivisions participating, and more than 670 homes on the email and phone lists, the watch program has helped reduce incidents of vandalism and petty crime, Meyers said.

Village Board Seeking New Funds For Road Repair

The need to find more funds for road repair led Trustee Stan Bond to suggest using all of the motor fuel tax funds on streets, and moving the annual road salt purchase to another part of the budget. However, doing that this year, as Bond suggested, would mean cutting $160,000 from another part of the budget, and his fellow trustees voted down that idea.

Instead, village leaders will look at moving that expense in the 2013 budget, and will use motor fuel tax funds to buy salt for the upcoming winter.

Trustee Denny Lee balked at the entire issue, calling it “busy work to keep the staff busy.”

“We have a balanced budget, so what’s the problem?” he said.

“The budget may be balanced, but there are still some concerns that need to be addressed,” Bond said in response.

The statement of ethics added by Trustee Stan Bond is similar to a state law already on the village books, Andersson said. The ethics rules would not prevent the manager from offering advice to the village president about who to appoint to a village position, he said.

Montgomery meeting change gets mixed reviews.

“The length of the meeting and the recent practice of canceling meetings without asking the trustees is something I am concerned about,” said Stan Bond, one of the newest trustees on the board.

“There have been three meetings canceled in the past few months, and that decision was made without consulting us,” he said. “It’s our meeting and we should have been the ones to say no. We have stuff to do.”

But Bond said the change is worth a try and he will go into the next few months with an open mind.

“If having fewer meetings at night brings more people to the meetings, then it might be a good idea,” he said.

Communities Band Together for National Night Out
While the nationwide event has been shown to make neighborhoods safer by bringing residents together, Montgomery Trustee Stan Bond, who organized Foxmoor’s event, gave another reason for National Night Out.
“It’s a way to say thank you to our police and firemen, to say we appreciate what you do,” he said. “They don’t hear ‘thank you’ enough.”

Village Board to Give You Two Minutes for Your Two Cents
Starting with the next board meeting on Aug. 22, you'll have the chance to address the village board on any topic you wish for two minutes, without having to sign up beforehand. This is a change from the current policy, which allows you to speak, but only if you sign up by noon on the Tuesday before the meeting, and provide the topic you wish to address.
The change was suggested by Trustee Stan Bond, who believes the old policy to be restricting, particularly since residents don't get to see the agenda before the sign-up deadline, and wouldn't know if it contains issues that interest them. He believes this policy is keeping people from attending the meetings.

Montgomery Updates Public Speaking Policy
It's now easier for anyone to address the Montgomery Village Board during one of the board's two monthly meetings. Board members agreed Monday to revise a long standing policy governing the public's right to speak at board meetings.

More than 130 photos submitted by numerous residents made up the "Montgomery Pride" Photo Contest! Winners were announced last night (July 25, 2011) at the Village Board meeting....The first place winner in the Architecture category was photographer Nick Heinz (Nick Heinz Photography) for his unique close up of the entryway into the Montgomery Village Hall. The second place winner in the architectural category was Stan Bond, for his colorful portrait of the Montgomery Bridge. The third place winner in the architectural category was Jeanne Young. The first place winner in the People/Activities category was photographer, Bob Lockwood (Full Armour Studios). Lockwood's photo captures his son, Luke, playing at Montgomery Park. The second place winner in this category was Susan McDougall. McDougall's photograph showcases her son as he plays at the Dickson-Murst Farm during their Antique Truck Show event. The third place winner in this category was Stan Bond for his photo of a fisherman at sunset.

Sales tax hike to pay for capital projects?
Montgomery Village Board members again discuss funding options.
Board member Stan Bond suggested the village might be able to generate the additional revenues it needs through economic growth. "If we make the pie grow bigger, our piece gets bigger, too," Bond said, adding, "So the energy we might put into our referendum could also be put into economic growth." Bond noted that the village's lower sales tax rate is one of the reasons the village's sales tax revenues show an increase over the past year. "People in Aurora can save two percent by driving to Montgomery (to shop)," Bond said. "That's the second largest city in Illinois and it's right at our northern border. I think that is one of the reasons why we are seeing an increase in our sales tax revenues." Bond said he would be concerned the village would be "giving away an advantage" compared to other area communities if its sales tax rate is increased and that would ultimately cost the village revenue. Bond also asked village staff to provide more information on the village's capital improvement needs.

Plenty of opinions on Montgomery trash pickup
.... Board member Stan Bond, however, voiced support for changing the current recycling program.
Bond noted that in the amount of items being recycled by village residents has stagnated in recent years. He also said the current program poses a "hidden cost" to the village due to recycling items blowing into detention basins and clogging storm drains.
"I think the system we have is behind the times. That may be part of the reason we aren't seeing as much recycling as we could," Bond said.

"People in Aurora can save over 1 percent just by driving to Montgomery," said Trustee Stan Bond.
Bond said one way to increase sales in the village is to advertise the lower sales tax.
"A popular trend is coupons - people are willing to cut coupons to save money. I am not willing to concede to giving away our lower sales tax," he said.

Trustees to Talk Employee Vehicles
Trustee Stan Bond said he does consider providing vehicles and allowances an area in which the village could save money, though he said he would not make up his mind until hearing all the facts during the meeting.

Bond said he understands and has no problem with members of the police department using village vehicles, since they may need to respond to emergencies at all hours of the day. But he said he doesn't see the same logic applying to other positions.

Employees, he said, could drive their own cars to work, and then check out a village vehicle from an available pool of them to conduct their business.

Bond said he is "not anxious to disrupt the lives of people who made plans around the compensation packages they thought they had," but added that the taxpayers want their trustees to look at trimming expenses such as this one.
